Older 39a jamming

I have a Mountie 39a that usually jams when I try to install a round. It's been at a gun shop for a year with the smith saying the carrier assembly is bad and he can't find one. Recommendations on parts locations or where I can send it to get it repaired

I imagine there are several for sale on Gunbroker as well.

They are VERY easy parts to find. You need a new gunsmith that wants to work.

But I have doubts your carrier needs to be replaced. On the other hand, I am not a gunsmith - not even on the internet or TV.

How old is your rifle?

I was told that I needed the old carrier assembly. Are this for the older models 1958

The carrier consists of three parts. The carrier, the rocker and spring. If the rocker is worn, or the spring is weak, then the carrier will not work. I would think that the carrier itself is okay, which means you should start by replacing the rocker and spring. Those parts should be available at Numrich Parts Corporation.
If not, keep an eye on eBay and Gun Broker.

It's nearly impossible to wear out the carrier! I'd agree with Regnier that it likely needs a new rocker, or possibly some lever wear. But the carrier is not likely the issue. I'd also second that you may need a new gunsmith who understands lever guns, especially Marlins.
